Timing values follow ISO 8601 by convention only
https://kerfors.github.io/usdm-overlay/id/finding/timing-iso8601-convention
In the published examples, every non-empty Timing.value, windowLower and windowUpper is an ISO 8601 duration. Neither dataStructure.yml nor USDM_CT.xlsx names a syntax for them; the range is xsd:string.
